One of the biggest investments in the city's cultural infrastructure in recent years is the Taipei Music and Library Centre, for which the Taipei City Government has officially awarded a large public works contract. The project was purchased through an open tender using the "most favourable bid" method, guaranteeing high technical and financial competitiveness. The award was announced on November 14, 2025.
Through a joint bid, the NT$10,208,000,000 project was given to:
NT$7.85 billion belongs to Yung Ching Construction Engineering Co., Ltd.
NT$2.36 billion is CHYI DING Technologies Co., Ltd.
The partners will work together to carry out a significant project that will improve Taipei's cultural environment. 76.91% of the work will be completed by Yung Ching Construction, and 23.08% will be handled by CHYI DING.
Ruizhu Construction Co., Ltd., the unsuccessful bidder, did not rank as the best offer despite meeting the tender requirements.
The Taipei Music and Library Center's construction is covered by the procurement, which falls under "5129 Other Purpose Building Engineering." The project site is situated in Taipei City's Da'an District. According to the government contract, the project is expected to be completed between November 13, 2014, and December 31, 2019.

Utilising Building Information Modelling (BIM)
Price index adjustment provisions for metals, concrete, and cement products
Requirements for ecological inspections during design and planning
adherence to government procurement agreements under GPA and ASTEP
Under Agency Code 3.79.11.7, the Public Works Bureau's Water Conservancy Engineering Office was in charge of the tender. The evaluation used the most advantageous target approach with a publicly available large-scale budget, taking into account technical merit, experience, risk control, cost-effectiveness, and design capabilities.
The technical and financial evaluation was conducted by a committee of 13 experts, including engineers, academics, procurement specialists, and veterans of the public sector.
It is anticipated that the Taipei Music and Library Centre will be a transformative cultural resource, assisting:
Improved public access to resources related to the performing arts, education, and culture
enhanced urban growth in the district of Da'an
Enhanced employment and SME involvement (an estimated NT$70 million in subcontracting to regional SMEs)
Adoption of cutting-edge construction technologies, bolstering Taiwan's innovative engineering
With significant local involvement - 1,033 workers at Yung Ching and 260 at CHYI DING - the project will also support stable employment in the area.
An important turning point in Taipei's long-term cultural development has been reached with the awarding of this contract. The Taipei Music and Library Centre is anticipated to become a landmark that combines innovative public services, cultural enrichment, and outstanding architecture as construction moves forward.
